What Is ISO 22000?
ISO 22000 is the international standard that specifies the requirements for a Food Safety Management System (FSMS) for any organization in the food chain. The current edition, ISO 22000:2018, helps organizations manage food safety hazards, meet applicable customer and regulatory requirements, and continually improve food safety performance.
The standard applies across the food supply chain, from primary producers and food manufacturers to ingredient suppliers, packaging companies, logistics providers, and other food-related businesses. For organizations pursuing ISO 22000 certification in Malaysia, it provides a structured, internationally recognized approach to managing food safety throughout their operations.
ISO 22000 brings together four key elements, applied through a Plan-Do-Check-Act (PDCA) cycle:
Interactive Communication
Ensure food safety information flows between suppliers, customers, regulators, and internal teams across the food chain.
System Management
Coordinate processes, responsibilities, monitoring, and improvement within the food safety management system.
Prerequisite Programs (PRPs)
Establish the basic conditions and activities needed to maintain food safety, such as Good Manufacturing Practice (GMP), Good Hygiene Practice (GHP), and Good Agricultural Practice (GAP).
HACCP Principles
Identify food safety hazards and establish controls at critical stages of production.
What Is HACCP?
Hazard Analysis and Critical Control Point (HACCP) is a preventive food safety system used to identify, evaluate, and control biological, chemical, and physical hazards during food production.
Rather than relying only on finished-product inspection, HACCP identifies points in the process where food safety risks can be prevented, eliminated, or reduced to acceptable levels.
In Malaysia, HACCP is the basis of the national standard MS 1480:2025 (which replaced MS 1480:2019), governed under the Ministry of Health’s food safety framework. HACCP principles are also incorporated into ISO 22000, making HACCP a key foundation of a broader food safety management system.
The seven HACCP principles are:
1
Conduct a hazard analysis and identify control measures.
2
Determine the Critical Control Points (CCPs).
3
Establish validated critical limits for each CCP.
4
Establish procedures to monitor CCPs.
5
Define corrective actions when critical limits are not met.
6
Establish verification procedures to confirm the HACCP system works as intended.
7
Maintain appropriate documentation and records.
ISO 22000 vs HACCP: What’s the Difference?
Food Safety Framework | HACCP | ISO 22000 |
Definition | A preventive method for identifying and controlling food safety hazards | A complete Food Safety Management System (FSMS) standard |
Scope | Focused on hazard analysis and critical control points | Includes HACCP plus interactive communication, PRPs, and system management |
In Malaysia | Certified against MS 1480:2025 | Certified against ISO 22000:2018 |
Best for | Businesses meeting local regulatory and MOH food safety expectations | Businesses needing an internationally recognized FSMS for global customers |
Many organizations start with HACCP and progress to ISO 22000 as their food safety and market requirements grow.
Benefits of ISO 22000 Certification & HACCP Standards

Stronger Food Safety Controls
A structured approach to hazard analysis, critical control points, and prerequisite programs helps organizations identify potential risks earlier and prevent food safety issues before they reach customers.

Better Regulatory and Customer Compliance
Clear, documented procedures, monitoring, and records help businesses meet legal, customer, and supplier requirements consistently, and make audits far easier to prepare for.

Greater Market and Supply Chain Access
ISO 22000 and HACCP certification provides credible evidence to retailers, manufacturers, and export customers that your food safety management system is well-run, opening doors to wider supply chain partners.

More Efficient Food Safety Management
Clearly defined responsibilities, monitoring, and corrective actions reduce process gaps and rework, improve consistency, and make your Food Safety Management System easier to manage.
Who Should Consider ISO 22000 & HACCP?
- Food and beverage manufacturers looking to strengthen food safety controls and manage hazards more systematically
- Food processors and ingredient suppliers that need consistent controls across production and handling activities
- SMEs in the food industry seeking a more structured approach to food safety as their operations grow
- Suppliers to retailers and food service businesses that need to meet customer or supply chain food safety requirements
- Export-oriented food businesses preparing to meet the requirements of overseas customers and international markets
- Businesses already certified to HACCP (MS 1480:2025) that want to progress to a full ISO 22000 management system
